Notwithstanding the Covid-19 pandemic, the following essential social welfare services shall continue to be provided:

• residential services offered to individuals with problems related to substance abuse and other dependencies, adults, children in alternative care, persons with disability, older persons,
• respite services for persons with disability,
• shelter and temporary accommodation for adults, older persons with dementia, and residential services for domestic violence.

Any significant changes to the service and major incidents involving staff and service users are to be reported directly to the CEO of the Social Care Standards Authority.
